CALIFORNIA UNIFORM PUBLIC CONSTRUCTION COST ACCOUNTING ACT (CUPCCAA)
The Burlingame School District is subject to the California Uniform Public Construction Cost Accounting Act (CUPCCAA) Procedures. The District is inviting all licensed contractors to submit information for inclusion on the District’s Informal Bid list of qualified bidders.
CUPCCAA Bid Limits:
- Public projects of $75,000 or less may be performed by the employees of a public agency by force account, by negotiated contract, or by purchase order (PCC 22032(a)).
- Public projects of $75,001 - $220,000 may be let to contract by informal procedures (PCC 22032(b)).
- Public projects of more than $220,000 shall, except as otherwise provided in this article, be let to contract by formal bidding procedures (PCC 22032(c)).
The list of qualified bidders is updated annually, effective January 1st of each year. Contractors must reapply each year.

CONTRACTOR PREQUALIFICATION
Pursuant to Public Contract Code sections 20111.5 and 20111.6, each prospective prime contractor shall submit the following information to establish its qualifications to perform construction work as the prime contractor on District projects, which may include lease-leaseback projects and projects using funds received pursuant to the Leroy F. Greene School Facilities Act of 1998, or any funds received, including funds reimbursed, from any future state school bond for a public project that involves a project expenditure of One Million Dollars ($1,000,000) or more.
Pursuant to Public Contract Code section 20111.6, each prospective contractor holding C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, and/or C-46 licenses (“MEP subcontractors”) shall submit the following information to establish its qualifications to perform construction work as a first-tier subcontractor on either District lease-leaseback projects or District projects using funds received pursuant to the Leroy F. Greene School Facilities Act of 1998, or any funds received, including funds reimbursed, from any future state school bond for a public project that involves a project expenditure of One Million Dollars ($1,000,000) or more.
